To help provide health-care coverage for 95,000 low-income Utahns, Gov. Gary Herbert presented his Healthy Utah proposal at the Capitol on Dec. 4. The proposal, which must be approved by the Legislature, would use federal funding that would have expanded Medicaid to instead buy health insurance through private plans. The Most Rev. John C.
